A Burlington County, New Jersey man has admitted to receiving images of child sexual abuse over an online network, according to U.S. Attorney Philip R. Sellinger.
Charles Borrelli, 62, from Burlington, New Jersey, pleaded guilty before U.S. District Judge Renée Bumb on September 25, 2024. He was charged with receipt of child pornography.
Court documents and statements indicate that on January 3, 2022, Borrelli used an internet network to download sexually explicit images of children. On the same day, he also distributed images and videos of child sexual abuse through a peer-to-peer file-sharing network. Law enforcement executed a search warrant at his residence in February 2022 and found over 600 images and videos of child sexual abuse on various personal electronic devices. Some of these images depicted infants.
The charge for receipt of child pornography carries a mandatory minimum penalty of five years in prison and a maximum potential penalty of twenty years in prison along with a $250,000 fine. However, due to Borrelli's prior conviction for possessing child pornography, he faces an enhanced penalty with a mandatory minimum term of fifteen years imprisonment and a maximum term of forty years imprisonment.
U.S. Attorney Sellinger credited special agents from the Department of Homeland Security under Acting Special Agent in Charge Spiros Karabinas in Newark; members of the New Jersey State Police; Burlington County Prosecutor’s Office; and Mount Laurel Police Department for their roles in the investigation.
Assistant U.S. Attorney Lindsey R. Harteis from the U.S. Attorney’s Office in Camden is representing the government in this case.
